mkfs -t ext2 /dev/hdc will create a filesystem on the raw device, but you
probably want to use fdisk to create partitions on it first.
fdisk /dev/hdc, then mkfs -t ext2 /dev/hdc<partition_number>
then you tell fstab where to mount it.
man will give you more info on any of the above commands.
