to trace this problem down, i'd use network setup like this
server1<----->[hub (all 192.168.3.0/24)]<------->APC
run sniffer on some machine connected to hub (linux or windows, whatever you
prefer) and capture snmp session from windows client, and from linux client.
you might get notion what windows is doing different.
of course you'll have to read snmp rfc to understand whats going on there
but hey, after two years of struggle with it this might be not so difficult
