(at least it's there on redhat boxes).
There are .ps docs in there, one specific for traffic control.
There are also mentions of some useful URLs to chase up.
The ipchains docs are also useful (especially if you intend to use
fwmark and TOS for routing rules to route packets via different
routing tables).
