I have reinstalled apache but unable to make it work.

Initially there were these two entries and it was giving some error.
DocumentRoot "/home/httpd/html""
ScriptAlias /cgi-bin/ "/home/httpd/cgi-bin/""

I removed the extra " at the end and now it is giving following error:
Syntax error on line 405 of /etc/httpd/conf/httpd.conf:
Invalid command 'PerlHandler', perhaps mis-spelled or defined by a module not included in the server configuration

following is the relevant extract from httpd.conf file.
