Text consoles are "defined" in /etc/inittab, if you wish you could define
F1 thro' 11, which would result in X starting on F12.
On the other hand you could only define F1 when using runlevel 5.

The advantage of not defineing to many tty's is that in and output of
programs can be sent to non defined tty's, telnet for instance, thus leaving
the tty free for entering system commands.
