I have found that certain programs seem to hit a bug in fvwm, such that
after I start them, it becomes impossible to move the focus *at all*: it
stays locked on one window. Netscape 4 is one offender. However, this
condition (for me) has always been fixed by restarting fvwm (which
doesn't require any windows to be closed, so basically no harm is done).
Caveat: I use SloppyFocus, not ClickToFocus, so this might or might not
be a manifestation of the same bug (my guess is that it is, though).
