see the kernel-HOWTO. I suggest installing the HOWTO's that came with
your distribution. Also, if you have "Linux installation and getting
started" with your distro, install that. Making a new kernel
is covered well in both of them.

Check the README file that came with the program. The instructions
vary considerably between programs.
