How do you determine what device is using what resource?

I am trying to set up a dual boot NT/Linux machine. The NT side is all set
up and is my work machine.

I have the modem set with jumpers to Com3, IRQ 5.

I do a setserial without parameters, and I see the kernel has /dev/ttyS2 set
to IRQ 4.

Now I try to setserial to irq 5 and it says "resource busy."

What do I do?

If, after we figure this out, IRQ 5 becomes available,  how do I cause
/dev/ttyS2  to set to IRQ 5 at boot time?
