Have you simply tried "ftp" as login and user@host as passwd.

If you login as a user called joe, then joe MUST have an account on that
machine he will then need to use HIS passwd and his passwd alone to be able
to login. (unless otherwise stated in a config file).

I have not changed anything in my configuration files as my box does not
serve as a ftp server, however one can login as above and download what i
have to offer with no problems, as long as they loggin as "ftp" passwd is
then "unimportant".

If you have not changed the files;

/etc/ftpaccess
/etc/ftpconversions
/etc/ftpgroups
/etc/ftphosts
/etc/ftpusers

Then folks should be able to login.
