Halt as user

Ladies and Gentelmen,

I should like to halt or reboot as user.
I gave to the user the privilege to HALT using the Redhat GUI tool.
The permissions for halt file are rwx r-x r-x.
The halt file is in /sbin.
When I try to halt as user I get the message halt: command not found.
Even if I go to /sbin with cd /sbin the message is the same.

As root I can halt without problems.

How can I halt as user ?
