This will not answer your question, but I am going to make a suggestion anyway.
When I first installed RedHat 5.2 (Workstation install) about 2 months ago, I
used the default fvwm2 for a while. I too was frustrated at the lack of
configurability(spelling?) and its lame look.. About 2 weeks ago I decided it
was time for a change, so I installed "WindowMaker" and its configuration tool;
"wmakerconf".
Well what a difference; easy to configure and all your changes can be saved when
you leave X. The configuration tool lets you change the desktop and its
behaviour with having to hack at any configuration files.
It is certain worth a look. I do not know why RedHat did not install this
Window manager by default on a Workstation install. It is far supperior to the
default fvwm2.

Both RPMs can be found on the RedHat CD.
