It doesn't? How unusual. You could add it -- just find the master rc script
(I don't recall what it is on a Debian system; on my Slackware boxes, it's
rc.M -- look in the file /etc/inittab for the file named in the first line
that includes the default runlevel, probably 3) and add an entry to run
rc.local at the end (if there really isn't already one there, probably in an
if statement), then create the file and put the networking command in it).
