Red Hat seems to have a default rc.local file that does nothing but
overwrite /etc/issue with the RedHat blurb on startup, though it invites
you to insert local startup commands. It looks like it should be
/etc/rc.d/rc.local that you want to change, if it's not there you might
grep for "\/etc\/issue" in /etc/rc.d.
