It maybe a quick question but the answer might not be so quick to find.
Firstly check that you have a 'lo' interface use 'ifconfig lo'
make sure it has a route
loopback * 255.0.0.0 U 0 0 19 lo
check that 127.0.0.1 is in /etc/hosts
# For loopbacking.
127.0.0.1 localhost
If all that is ok, then check your /etc/services and /etc/inetd.conf
