What happens when you simply do;
modprobe tulip
If the driver is like many others it will probe for the card.
If that is of no help. read
/usr/src/linux/Documentation/networking/tulip.txt it could be that your card
needs another driver, its all metioned in that file.
Of course i dont have your type of card so i can only "point" you to
documentation.
