KPPP is launching pppd anyway, so that if you can not launch pppd as a
user it will not succed through KPPP also.
Redhat put a checkbox in linuxconf that allows PPP connection for users
(it makes pppd suid root). So check that box in linuxconf and everything
will be great.
(i hope KPPP is not suid itself ?)

As far as PPP goes, use KDE's KPPP. Easy as pie to set up and you don't
need special privilege.
