\sum_{all tasks}(processor time of task if run freely)/ (total
processor time)

I always think of it as 'so much faster must the machine be if it wants
to fulfil all requests for computing time'. Sometimes this is
mindblowing, if you log into the new dual-HPPA machine and are presented
a loadavrg. of 30!
