Hey,

If your modem is a 3com US Robotics faxmodem the problem is
the modem itself.

It's because the modem's PNP doesn't work well in linux.

I have tried multiple things but I still haven't been able
to connect.

If you have that modem e-mail me back and I'll send you
what someone from another list sent me to fix my problem.
