Where you put them depends on how you dial into your ISP. If you use chat,
for example, you could put a line in its script. If your modem will store a
configuration in Flash RAM or some equivalent, you can enter the necessary
AT commands (including the one to store the profile) via minicom or a
similat terminal emulator. So it depends a lot on the details of your setup
... but sendmail.cfg has nothing to do with this problem.
