Only a guess ... but do you have pppd set to ask for pap authentication? If
so, it is refusing the complete the connection when the other side (the ISP,
that is) doesn't authenticate itself properly. Unless your setup is
atypical, you won't be getting authentication *from* the ISP -- you will
only authenticate yourself *to* the ISP.

As I say, this is only a guess. TO know more, I'd need to see the line you
use to invoke pppd, the contents of the options file, and the actual error
messages you get logged, not just your summary of what they say. (Mask out
any passwords in these files, but please don't change ANYTHING else.)
