Your BIOS is the problem, you mentioned you checked it, i would do it again
as this problem is a regular one when folks step from ISA to PCI.

BTW:

A good idea would be to use the distribution kernel 2.2.14-5.0 it has the
module so you dont need to compile your own kernel, after you have it
working you can then compile a custom kernel to suit your needs.
