The way that I have done it is to use the autorun capability to start md0.
the raid partitions will autostart if they are set to "fd" instead of 82(81)
with this you can then set the root to /dev/md0. To do this you may have 
to make a kernel that has the raid1 modules staticly linked.

I am working with Alpha's here so the booting process is a little 
different but you should be able to get lilo to boot from either one of 
the disks.
