   These are referenced in my Serial-Programming-HOWTO which is included
   in my "serial_suite" collection.  There is a do nothing example in
   "~/ctl_lines/lines.c". 

   Ted, since these are not POSIX, what was the inspiration for
   implementing them.

Because on average of every 1-3 months (and the frequency is increasing)
people want to do wierd grosteque things with the modem control lines
that require this functionality......

It's not needed for normal use (which is why POSIX doesn't provide any
way of doing these things), but there are lots of abnormal applications
out there in the world.  :-)
