It can be as low as 110% and as high as 190% depending on memory
bandwidths and cache locality.

Yes but some people try them anyway and you may well get good results.

An x86 SMP machine requires the steppings of both the procesors are
compatible. This was a big issue with dual pentium but seems to be less
tight with PII processors. Consult your vendor
