Thats because intel do an arbitration at boot on dual CPU boxes. It is intended
for fault tolerant systems so that at least one CPU gets up if the other
is missing or fails its self test
(You can then run the cpus together lockstep and get a fault if their outputs
dont tally, Unfortunately intel still dont document that mode)
