I too run a W6Li, 2.2.11, at the moment.  What you are seeing, slow
startup boot/uncompress..., has nothing to do with SMP (in my experience
anyway).  It's the BIOS.  When you first change any of the hardware
configuration, (for example, add more memory) it seems to run
exceedingly slow.  A reboot solves the problem.  It comes back up at
"normal" speed.  I suspect (not being able to tell exactly what this
BIOS is doing) the hardware configruation, (how much memory onboard,
PCI slot where VGA resides...) is being saved in flash, once you get
past this step (you obviously are not) the BIOS (LILO uses a lot of
the BIOS for I/O) can load the system and go on.  I'm not suggesting
there isn't a problem, (indeed I suspect that there is - in the BIOS),
I'm just suggesting that your problem really isn't SMP as such but
rather just the adding of another CPU (I gather that you were running
mono-CPU previously?) has confused the BIOS.

Try: 1. check your jumpers, 2. take out the new CPU and reboot.

If both CPUs are warm, you probably have both power regulators plugged
in.  You might try reseating the second power regulator.
