Dave Miller added them a while back, so that (as I recall) some SPARC keyboard handling would work correctly. If you don't find the BK history for that change to be illuminating, perhaps he can provide a more complete answer.

I'm not aware of any completion handlers using the pt_regs argument. And handlers need not always be called from within an interrupt handler in any case; they can be invoked during a timer callback for instance.

Given that the pt_regs doesn't contain any useful information, isn't guaranteed to be non-NULL, and isn't used anyway, why does it persist?
