It would help to see a pair of system logs (with both USB debugging and usb-storage debugging configured on) showing what happens in 2.4 and 2.6.7-rc3 at the time you plug in and mount the smartcard reader. The particular failure mode you mentioned (babble) generally isn't related to changes in kernel versions, so your situation is an odd one indeed.
