That status code shows up when a device wants to send back an error result to the host. It doesn't mean anything is wrong necessarily; it just means that the computer sent a request that the device wasn't able to fulfill. (The technical description is that the device sent a protocol STALL in response to a control message.) In theory that can happen at any time. In this particular case we can't tell what the actual request was because the log doesn't contain the contents of the messages.
