They probably should. But where else in the USB stack do we expect KVM switches to be installed? Generally they affect only keyboards and mice (maybe trackballs too). Also, we don't want to start ignoring all errors just because one or two devices go through a KVM. Of course we will still have to deal with keyboards containing an embedded hub.
