I doubt that.  Besides, even if they don't the root ports certainly do.  
Once the root hub suspends the external hub, the device will be suspended
along with it.

It could be a power-level issue.  The external powered hub may provide a 
higher voltage or more current than the root port, and the device may need 
that little bit extra in order to resume.

Could be.  Or maybe they tested it with a powered hub.
