The APIC processor does a bit more than that.  From what I know (and I
am no APIC expert at all) it tries to balance the IRQ load over
multiple CPUs to try to improve response time.  The downside is that you
can have more cache misses when this happens, so some people force
"noapic" mode on.  Since the motherboard you have has the APIC lines
wired incorrectly (actually not at all), it should be run in "noapic"
mode.  I've heard that this also happens in Windows.
