I don't really know, but I know in testing some devices, like pl2303
ones, using echo and cat do not work reliably.  But using minicom and
other test tools that talk to a serial port work just fine.

I haven't really spent the time to look into it, as anyone who has
reported this problem, hasn't had problems using a "real" serial
program.
