First, thanks for taking the time to reply.

To try to answer your questions, it doesn't make any difference if a
device is plugged in or not.  I've tried the mouse which works on the
other port.  I also tried a USB storage device, with the same result. 
Even during a power cycle with a device plugged into both ports, one
port (always the same one) never gets activated, unless I boot to
windows.

I'm not quite sure what you mean by "what kind of device is this?". 
There are just two USB sockets close together on the back of the docking
station.
