I know there have been VIA chipset bugs, have you had this hardware
working with your older Linux installation?  It's perhaps a little
late to say so now, but upgrading your motherboard and Linux all at
once *was* asking for it.

I'd try a later kernel.  I had trouble with USB under vanilla 2.4.18,
2.4.19 was pretty much OK, I've heard good things about 2.4.21-pre3
and of course (as you seem to like to live dangerously:) there's 2.5...

Have you got the hotplug scripts installed?  (Sorry if your post makes
it obvious and I missed it :).
