Notice that when you reboot after Windows, you don't get a memory count, while when you reboot after Linux you do. That means Linux is forcing a cold boot, while Windows is doing a warm boot. Instead of telling Windows to restart during shutdown or doing a ctrl-alt-del, try using your reset button.
