I respectfully disagree.  If M$'s OS never has a problem
detecting the usb devices on a reboot, then Linux shouldn't
have a problem either.  Maybe the BIOS isn't working as
linux would like it to, but windows seems to like it fine. 
I also think that any user linux-usb question belongs to
this list.

At that time the Linux kernel (or any OS for that matter)
hasn't even started 
booting.

So it seems to be a BIOS problem. And this list is the
wrong place to look for 
a solution to that.
