hotplug is the answer to question 1., so I'm not sure why you didn't know 
that given you mention it in 3. Look at what other modules do in the 
kernel or read the linux-hotplug.sf.net site.

Kernel log files are where messages go from drivers (strange that you are 
a kernel developer and don't know that, but perhaps I've misread your 
question).
