Probably you've forgotten to turn on the Input layer support options (top level in menuconfig or xconfig) or you've left out the HID input layer option in the USB options. Post relevant parts of your .config (in the top level directory of your Linux source tree). All the lines containing INPUT or USB are appropriate.
