No.

USB 1.0 can do up to 12Mbit/sec.  USB 2.0 can do up to 480Mbit/sec.
The newer USB systems are supposed to be able to cope with the older
systems at the slower speeds at which 1.0 and 1.1 devices operate but
obviously they can't make slow hardware faster.  USB 2.0 is a little
problematic as yet under Linux, at a minimum you need a recent kernel.
