After some investigation I found that my PCI usb2 card was running at USB1 speed, rather than the device connected to it:

I have managed to copy a 177mb file in less than 25 seconds to an external HD in Windows on the same machine, so I guess that it is definately a USB2 device. Thank you for any feedback. p.s. I have digest mode on so I'm unsure how to reply properly so that the thread remains clear.
