Looks like you have a BIOS or PCI problem, not USB. You should check any
bios options related to USB or PCI. Turning off things like Legacy USB
Support might help.

My PC is an old toshiba satellite 310CDT.
I have installed fedora core 3 with the kernel 2.6.11-1.27_FC3.
The USB port is not working with a memory stick usb 2.0.
I give first the dsmeg.txt before inserting the keys (in the attached
part) and I give you some parts of this text below.
You can remark the following lines in this file :
-----------------------------------------------------------------
irq 11: nobody cared!
then later
handlers:
[<c02b7270>] (usb_hcd_irq+0x0/0x60)
Disabling IRQ #11
-----------------------------------------------------------------
As soon I try to insert my memory stick, I have the message
-----------------------------------------------------------------
usb 1-1: new full speed USB device using ohci_hcd and address 2
ohci_hcd 0000:00:0b.0: Unlink after no-IRQ? Controller is probably
using the wrong IRQ.
-----------------------------------------------------------------
Can you help to solve this problem ? Is it even related to the fact that
my PC has a usb 1.1 port as shown in the other extract of dmesg.text :
-----------------------------------------------------------------
ohci_hcd: 2004 Nov 08 USB 1.1 'Open' Host Controller (OHCI) Driver (PCI)
