Use the Alternate UHCI driver. It'll atleast allow you to detect the APC
UPS'. However, getting it to do something useful is something else
entirely. The APC UPS' have some difficult to work around bugs.
As for the problem with the devices file, I remember seeing a patch sent
to the list which supposedely fixes that. It looks to be in pre7-3
atleast.
