Well, I think their list was closed to everyone. You couldn't read it.

But I don't think we should limit the list at all. I'd like to keep
it completely open, but encourage questions be sent to linux-usb and keep
development to linux-usb-devel.

I think it's unavoidable to have some duplication. Someone may post a
problem on linux-usb only to discover that is a bug and it gets moved or
CC'd to linux-usb-devel.
