I added this feature to hub.c, since in my setup (a hub with a TI chip, the
PC system doesn't matter...) switching on "bigger" devices (oscilloscope, etc) 
causes the hub to disable all ports. Even touching the metal frame of the USB 
connectors with a non connected USB cable can do this(!). 
Under Windows you have to un/replug the devices to get them working again.
There are some cases, where this re-enable message appears during plugin,
but it has no negative side effects (as far as I know...).
