Been there, heard that. I have one of the hotter-running chips out there 
(Tbird 1400) and have tried three different fans.  There is definitely 
an inverse relationship between noise and ability to dissipate heat. 
When this box is obsoleted I will try a homebrew water cooling rig, but 
not with my main puter!  My box is loud, with three HDs, and, including 
the PS, five fans.

Cheap fans do go bad - I've had two chipset fans pack it in, one within 
hours.  I confess to peeling off the sticker on one of them, putting a 
tiny-tiny drop of silicone lube on it, and putting the sticker back on. 
  But, like another poster said, it's Not A Good Idea.
