With all due respect: No, it is not, at least not generally, and also
not electrically, and even thermally it is not really conducting very
well. Neither does oil have many free electrons nor ions which could
contribute to conductivity. I would probably be more concerned about
getting a fire inside the machine after oiling rapidly rotating parts
in close neigbourhood to hot parts.

I remember one guy who highly overclocked his CPU and submerged the
whole motherboard in an oil basin to cool it. My comment was that he
should be careful not to get too much oil on the connectors... and
then I think due to the high viscosity of the oil and the shallow
basin convection was probably not strong. However, there are
oil-cooled high-voltage transformers IIRC.
