Did we already have bluefish on the list? If you are starting with HTML, and you dont want to start learning emacs at the same time, you might try bluefish. It has a nice GUI with buttons for basic HTML and CSS etc. support, and it offers some project management. You should either know HTML or be willing to learn at least the fundamentals.
