for what it is worth - I have had good experiences with PCI modems - both my Winmodem (and HSF Lucent chipset) and the hardware modem (Actiontec PM560 LKI) that I got from Scuttle ($50 - so quite reasonable price compared to an external unit I thought). The winmodem set up is straightforward either installing from source or RPM if you can match the Distro & Kernel version - I find source easiest in the end).
The hardware modem dosn't need any software - just type a few lines of script in the command line and follow the instructions - real easy.
I havn't done any formal tests - but I reckon the winmodem actually works better under Linux than windows - certainly no worse.
