Its true (without wishing to appear too cynical) that the average office
user is pretty illiterate - word is a typewriter on steroids and excel
is a V8 calculator. They use three paragraph marks to put extra
whitespace between paragraphs. They number pages manually so that when
you add half a page of text at the beginning of a document the page
numbers end up half way down the page. Businesses wil spend thousands on
computers and begrudge hundreds on training. 

But with users like that its better the devil they know, than a new
devil with a new interface and a new paradigm. In other words people are
often better off with what they know unless they are prepared to spend a
lot of time/money on training.
